A goal of the US Environmental Protection Agency (EPA) is to assure the quality of water in the US, keeping it safe for drinking, fishing, swimming, and other activities. The Clean Water Act provided for the establishment of the National Pollutant Discharge Elimination System (NPDES) permit program to control water pollution “by regulating point sources that discharge pollutants into waters of the United States.” Two EPA systems were in place to collect and manage the information. In a cost savings effort, a project was established to create one system, the Integrated Compliance Information System (ICIS) that all states would use to report this information.

The Missouri Department of Natural Resources (DNR) is responsible for managing the Clean Water and Drinking Water State Revolving Fund (SRF) programs. Funds from these programs are used to install, upgrade and replace the infrastructure needed to prevent water pollution and provide safe drining water.

The Missouri EIS (Emissions Inventory System) web site presented a unique challenge due to the extensive number of complicated, multi-layered forms that must be entered into the online inventory. The system consists of a client/server application, a web application and a web portal for the regulated community to electronically submit Emissions Inventory Questionnaires (EIQ).
