The overall objective of this project was to convert the current COE process from an ACCESS database system to ASP.NET/SQL server.  Following that conversion our associates conducted a thorough analyis of the current data to determine what data is not yet collected by the department that is needed for federal reporting purposes.  The data not collected was divided into mandatory vs. desired so the client man make decisions on collecting information in the future.

 A goal of the US Environmental Protection Agency (EPA) is to assure the quality of water in the US, keeping it safe for drinking, fishing, swimming, and other activities.  The Clean Water Act provided for the establishment of the National Pollutant Discharge Elimination System (NPDES) permit program to control water pollution “by regulating point sources that discharge pollutants into waters of the United States.”  Two EPA systems were in place to collect and manage the information.  In a cost savings effort, a project was established to create one system, the Integrated Compliance Information System (ICIS) that all states would use to report this information.

 RKV Technologies has domain expertise specializing in integrating modules from the National Consortium for Offender Management System (NCOMS) with state systems through our work with the Missouri Department of Corrections (MO DOC).  NCOMS (National Consortium For Offender Management Systems) was established in 2003 as an effort by several participating states to pool resources in order to develop a comprehensive Offender Management System using open source technologies.   The NCOMS software is comprised of 17 function modules that track all aspects of offender incarceration, supervision and rehabilitation.  As a member of the consortium, Missouri’s Department of Corrections committed to implementing NCOMS and partnered with RKV Technologies to help them migrate from their legacy system of a patchwork of mainframe COBOL and AS/400 and RPG programs to JAVA and web based technologies.

The DESE Licensure project is a new web based system for teacher certification.  The purpose of the project is to enable and automate the process of acquiring and maintaining a Teacher’s Certificate for the State of Missouri. 

Missouri’s Department of Elementary and Secondary Education maintained a series of systems which collected, stored and reported information related to Teacher Certification.  The systems have been developed over time and were not integrated.  RKV Technologies consultants performed analysis, designed screen mock ups, and wrote the detailed User Interface and Developer specifications for the project.  At this time, it has 40 screens, 24 reports and 27 maintenance pages and integrates Educator Certification, Core Data needed to determine High Quality Teacher Status, Professional Development, Substitute Certification and Professional Conduct including Fingerprint and Revocation databases.  The system will be used by DESE, Colleges, Universities, public and private school districts, and covers existing, new and substitute teachers.

Statewide Traffic Accident Reporting System (STARS) is a joint project between Missouri State Highway Patrol (MSHP) and Missouri Department of Transportation (MoDOT) for the design, creation and implementation of an automated, statewide reporting system to capture Accident, Vehicle, Person data.
